1. The dormancy/freezing of accounts is a contentious issue and is being
done in ZA under the anti-terrorism legislation.  Of course pensioners are
unlikely to be involved in nefferous activities.  We also have to treat
pension and disability grant beneficiaries with finese (about 25% of our
population).  I suggest we create the concept of AccountClass which is an
abstract group of any accounts to which rules such as dormancy etc. can be
applied?  This way if an account was in the Pensioner-Class it would be
treated differently fro the Normal-Class of accuonts. Would this approach
work?

2. The lending default challenge listed below, can also perhaps be
addressed using the concept of Rules-by-class of account?

3. What does the Credit Union legislation say about shares and membership?
Do members not need to have shareholding?  The calculation and applying of
disbursements will need to be made very modular to allow for different
jurisdictions.  Perhaps someone wants to take up the task of doing a high
level legal comparison between a few jurisdictions eg.UK, ZA, Ireland,
Kenya and India?

4. server configuration - I think that David should please first confirm
that the server pre-conditions are indeed statisfied by 8.04 & the
instructions in the current wiki (ZIM) [this is also uploaded to the Files
section of this group].  I know that David has a love-affair with SUSE but
lets face it David, Ubuntu has the widest following and has the
distribution mechnism to drive its uptake ... if/when canonical becomes
like the evil non-free software supplier then perhaps we can look for
alternatives... was that argument convincing?

A couple of comments on the wiki (zim):-

AccountHolders --> Lending
"Loans going into default will cause a member's accounts to be frozen
for all outgoing transactions until the default is remedied."
Some finesse is needed here ... social security payments in the UK
(being the official minimum needed for subsistence) may not be
automatically "seized" in this way (iirc).

AccountHolders --> Member Shares and Disbursements
"Members who have not purchased at least one share in the past year
are not eligible to share in credit union disbursements"
This also depends on the jurisdiction (and I guess sometimes, rules of
the cu,  jurisdiction allowing). It doesn't apply in the UK.

I'm setting up a spare box with 7.10 xubuntu to run through the
Installation -->ServerPreparation
instructions.  I'll let you know how that goes. Perhaps we should
standardise the builds to use 8.04 LTS (and later LTS releases) -- for
reasons of, well long term support and stability.

Yes, it looks as if we need to use something like AccountClass -- an
abstract group of any accounts to which rules such as dormancy/
freezing/lending default etc. can be applied.  The world's various
jurisdictions will each allow a whole range of possible rule-books, to
cover the behaviour of the things and processes regulated.  So
entities throughout our model will need to have behaviours and methods
depending on how they are deemed by the legalities, rules and regs.

For example, see Rule 18 of ABCUL's model rules
(ABCUL stands for Association of British Credit Unions Ltd)

Perhaps it would also be useful to obtain model rules from a few
jurisdictions, at least some of UK, USA, Caribean, South Africa,
Ireland, Kenya, Nigeria and India.  Umm, wherever, really!

We're aiming to build a cross-platform solution, so I'm pretty
agnostic about the development environment as such.  That said,  we
fit squarely into Canonical's business model. It's my estimation too
that documenting and packaging aimed at Ubuntu LTS will give our
project the greatest reach most quickly.
